Start close to the issue
Choose a topic that connects to your learning or community. Ask who is affected, what is happening and why the issue matters.
Give the question boundaries
Instead of trying to solve an entire global challenge, identify one decision, place or group that your committee can reasonably consider. A focused question supports better research.
Explore different perspectives
Consider the priorities of governments, communities and people with different experiences. Look for evidence and identify the assumptions in your own starting position.
Keep complexity visible
Explain trade-offs and uncertainty. A thoughtful proposal does not need to claim it solves everything. It should make a clear contribution and identify what still needs work.
